Types of Testing
DOT Regulated Programs
- FMCSA – Federal Motor Carrier Program for Motor Carriers with Applicable Drivers
- PHMSA – Pipeline and Hazardous Material For Operators/Contractors with PHMSA Applicable Employees
Non-DOT Programs
- Operator required – offering an array of testng panels and programs to meet operator requirements.
- Company required – offering an array of testng panels and programs to meet company requirements.

Clearinghouse
As of January 6, 2020, the Federal Motor Carrier Safety Administration (FMCSA) requires all CDL drivers to undergo a clearinghouse query (background check) run on their driver’s licenses upon hire and annually. These checks are conducted through a clearinghouse database to check for any violations of drug and alcohol prohibition.
The clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the return-to-duty (RTD) process and follow-up testing plan, this information is also recorded in the clearinghouse.
P2 Services offers this service to you and maintains the records to keep your company in compliance with all rules and regulations set forth by the FMCSA. Note that all owners/operators must have a C/TPA to provide the clearinghouse service for them and are not permitted to maintain this program on their own.

Collection Sites
P2 Services maintains a large database of available collection sites and services around the country for your convenience. We will do our best to secure a collection site for your company in proximity to your facility/work site as is allowed and feasible. We maintain this service throughout your membership with our consortium and will adjust with your company’s growth. P2 Services also provides the means to order electronic CCF testing (e-chains) for those tests needed at collection sites not commonly used.

MRO
Our MRO will review both positive and negative DOT laboratory reports, including personal telephone consultations with all positive employees (both DOT and non-DOT), to determine if they have a valid prescription or valid reason for the outcome of a positive test. Some drugs, such as opiates and amphetamines, may carry a reasonable explanation for use.
Federal testing requires MRO interpretation. Non-regulated testing allows the employer to determine whether or not to attach this service to their drug testing program. It is important to remember that, without this service, employers may face some liability when determining the legitimacy of a positive laboratory result.
MVR – Driving History/Records
All drivers who plan or intend on driving a Commercial Motor Vehicle would need an MVR run every 12 months and kept on file for the employment term of the driver.
MVRs must be pulled within 30 days of hiring a CMV driver.
Insurance companies need MVRs to add drivers to insurance policies.
What the Check Includes
The state driving record search is conducted through the state. Results vary by the state or the officer reporting the incident. Criminal activities are not reported on state driving records, but the following items may be included:
- Accidents
- DWI
- Speeding
- Arrests
- Convictions of Moving Violations
- Suspensions of Driver’s Licenses
State driving records are sometimes mandatory depending on the position or industry requirements and can be ordered for a variety of reasons, such as:
- Identification of the Applicant or Employee
- Moving Violations
- Driving History
Supervisor Educaton Training
Supervisor Educaton Training and Certficaton, as required by DOT, is available. Your enrollment with P2 Services also includes a Drug and Alcohol Testng Policy, Employee Educaton, and Employee Assistance Program.

P2 Services uses Clinical Reference Laboratory (CRL) for urine drug screening and confirmation testing. CRL is a toxicology facility that is certified by the following:
- Substance Abuse and Mental Health Services Administration (SAMHSA)
- College of American Pathologists (CAP)
- Department of Health and Human Services (DHHS)

MIS Reporting
P2 Services will provide consortium members with DOT program statistical testing data in a form called Management Information System Report (MIS report). If your company participates in a consortium pool, you will receive the consortium pool MIS report as well.

Results Reporting
All results are reported to company-designated representatives in a secure fashion with the utmost respect for confidentiality. Once your company representative receives the results, they are to be stored in a locked filing cabinet or a secure, confidential location and separate from employee files.

P2 Services uses SAP referral services to help consortium members locate qualifying substance abuse professionals for employees who violate drug/alcohol policies, regulations, or requirements.
