Clearinghouse

As of January 6, 2020, the Federal Motor Carrier Administration set forth a requirement that all CDL drivers were required to have a clearinghouse query (background check) run on their driver’s licenses upon hire and then annually to check for any violations of drug and alcohol prohibition through a clearinghouse database.  The Clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the return-to-duty (RTD) process and follow-up testing plan, this information is also recorded in the Clearinghouse. P2 services offers this service to you and maintains the records to keep your company in compliance with all rules and regulations set forth by the FMCSA.  Note that all owner/operators must have a C/TPA provide the clearinghouse service for them and are not permitted to maintain this program on their own.

Collection Sites

P2 Services maintains a large database of available collection sites and services offered for your convenience around the country.  We will do our best to secure a collection site for your company in proximity to your facility/work site as is allowed and feasible. We maintain this service throughout your membership with our consortium and will adjust with the growth of your company. P2 Services also provides you with the means to order electronic CCF testing (e-chains) for those tests needed at collection sites not commonly used.

If you own or manage a DOT-regulated business, it’s important that you abide by all federal rules and regulations. However, it can be difficult to navigate the various requirements for drug and alcohol testing. P2 Services can help your organization remain in compliance with all federal regulations. Since these requirements will vary depending on the mode of transportation you operate, our team will take the time to fully understand which ones apply to you and help navigate these very specific drug and alcohol testing programs.


The Part 40 rule requires all safety-sensitive employers to conduct proper drug and alcohol testing, including pre-employment, randomized, for-cause, and post-accident testing. P2 Services collectors are all trained according to DOT regulations and protocols to ensure you and your employees receive reliable and accurate results that will keep you in compliance.

Education Training

Supervisor Education Training and Certification, as required by DOT, is available.  

Also included in your Plan Manual is Employee Education or “Employee Assistance Program.”

Laboratory

P2 Services utilizes Clinical Reference Laboratory (CRL) for urine drug screening and confirmation testing. CRL is a Department of Health and Human Services (DHHS) certified toxicology facility that is certified by SAMHSA and CAP. 

M.I.S. Reporting

P2 Services will provide consortium members with DOT programs statistical testing data in a form called Management Information System Report (MIS Report). If your company participates in a consortium pool, you will receive the consortium pool MIS report as well.  

MRO

Our MRO will review both positive and negative DOT laboratory reports to include personal telephone consultation with all positive employees (both DOT and non-DOT) to determine if they have a valid prescription or valid reason for the outcome of a positive test. Some drugs such as opiates and amphetamines may carry a reasonable explanation for use.

Federal testing requires MRO interpretation.  Non-regulated testing allows the employer to determine whether or not to attach this service to their drug-testing program. It is important to remember that, without this service, employers may face some liability when determining the legitimacy of a positive laboratory result.

MVR - Driving History/Records

Employers in the transportation industry, or those who have employees that drive for general business purposes, such as using a company car, can make more informed hiring decisions by including a state driving record search. A state driving record search will verify the current validity of a driver’s license. Additionally, employers may choose to implement this search to verify that the driver is qualified and fit for the safety-sensitive position. Employee-caused accidents can lead to higher insurance premiums, risk of injury or death, worker’s compensation claims, etc., which is why it’s important for employers to take preventative measures to ensure a safe hire every time.

 

WHAT THE CHECK INCLUDES

The State driving record search is conducted through the state. Results vary by the state or the officer reporting the incident. Criminal activities are not reported on state driving records, but the following items may be included:

  • Accidents
  • DWI
  • Speeding
  • Arrests
  • Convictions of moving violations
  • Suspensions of driver licenses

State driving records are sometimes mandatory depending on the position or industry requirements and can be ordered for a variety of reason such as:

  • Identification of the applicant or employee
  • Moving Violations
  • Driving History

Results Reporting

All results are reports to company designated representatives in a secure fashion with the utmost report for confidentiality. Once your company representative receives the results, they are to be stored in a locked filing cabinet or a secure, confidential location and separate from employee files.

Substance Abuse Professional (SAP)

P2 Services utilizes SAP referral services to assist the consortium member in locating qualifying Substance Abuse Professionals for those employees who violate drug/alcohol policies, regulations or requirements.

Online Resources & Other Services

Consortium members are provided with random selections quarterly via computerized method. The random selection rates are determined either by requirements or Company preference, depending on the Program applicable. Random Selections are based on up-to-date current employee rosters that MUST be completed Online by the end of every quarter. P2 Services will assign your Company Representative’s login to our online system to be used to make your Participant List current online. Random Selection Alternates can be requested online as well.

Who We Are

 P2 Services, formally known as Panhandle Employers Services, Inc. (PES), was started in the panhandle of Texas in 1990.  We are now located in Whitesboro, TX and are a leading Consortium / Third Party Administrator that provides up-to-date Federal DOT regulated and Company (non-regulated) anti-drug and alcohol misuse testing programs. We offer efficient, personable, and confidential services for the diverse needs of the contractor/motor carrier.

Jennifer Campos: Owner of P2 Services since July 2021.

Jennifer graduated with her nursing license in August 2000 from North Central Texas College. Her most loved role in nursing was working in palliative care. She worked in many settings including home health, the county Jail, hospital, long term care, and the local school. She has a love for helping people to be the best they can be.

She and her husband Gabriel have six children together ranging from adolescent to adult. They are a close and loving family that enjoys the outdoors including hiking, hunting, fishing, gardening, beekeeping, and riding horses.
